Person of interest in woman's death found

ALBANY, Ga. -- After issuing a request Monday for help in finding Dexter Tyrone Shavers, 47, in connection with the investigation into his girlfriend's death, officers found him, an Albany Police Department official said Tuesday.

"I can't say where he is because of HIPAA rules. He won't be leaving where he is," said Phyllis Banks, police spokeswoman. "The case is still under investigation and a detective will be talking to him. The detectives need to see if he had any additional information that would be helpful in the case."

The rules Banks spoke of are governed by the Health Insurance Portability and Accountability Act (HIPAA) of 1996. The act regulates privacy and security of hospital patients, according to the U.S. Department of Health and Human Services website, hhs.gov/ocr/privacy.

Shavers lived with Flora Hoskins, 40, at a 515 N. Washington St. residence. According to Albany Fire Department Chief James Carswell, on Nov. 13 Hoskins was severely burned when her clothing caught on fire from a space heater.

"She was taken to Phoebe (Putney Memorial Hospital), then to the burn center in Augusta," Carswell has said. "She was released from the burn center and died days later on Nov. 22."

It's unclear whether Hoskins death had anything to do with her burns, said Emma Quimbley, Dougherty County coroner.

"She had an autopsy the day after her death," Quimbley said. "But I think they are waiting for the toxicology reports to be done. There are a lot of unanswered questions. We don't know what happened in between her release and the day she died on Teche (Avenue)."
