David Shafer, R-Duluth, still has an active campaign according to the state ethics commission, but he says that once his campaign contributions are refunded, he'll officially withdraw from the contest.
Shafer was poised to give the seat a run when Cagle announced that he would be among the challengers for the governor's race. But when Cagle underwent surgery on his spine and withdrew from that race and reclaimed his seat as the state's second-in-command, Shafer suspended his efforts.
