ALBANY -- The red Ford Explorer with a body in the back found near a wooded area Thursday is registered to Leonard Wayne Higgins, 57, of Jacksonville, Fla., a computer search of Florida motor vehicle records turned up.
Police have not yet identified the person found inside the vehicle. The Jacksonville Sheriff's Office spokeswoman would not comment on the case. Neither would Phyllis Banks, Albany Police Department spokeswoman.
"We are not releasing the name of the man until the family is notified," Banks said.
On what he called a routine patrol, Ben Roberts, a Department of Natural Resources ranger, found the Ford Explorer containing the body.
When he found the Explorer on a dirt road across from a drainage ditch near the intersection of Clark Avenue and Broadway Street, the body had decomposed so much that police could not confirm the race of the victim. Higgins is white.
