Albany officials approve travel, licenses

During its work session Tuesday, the Albany City Commission tentatively approved items ranging from recent travel taken by commissioners to alcohol licenses for businesses.

All votes taken at these work sessions have to be ratified in a vote during a regular business meeting of the commission. The next business meeting is scheduled for July 26.

The commissioners (Jon Howard was absent) approved a total of $21,421 in travel expenses for commissioners Howard, Dorothy Hubbard, Roger Marietta and Christopher Pike; City Manager James Taylor; City Clerk Sonja Tolbert, and Assistant City Clerk Sissy Kelly to attend the Georgia Municipal Association's annual conference in Savannah.

The commission also approved a request from Tolbert to attend the Georgia Clerk's Conference in Athens on Sept. 11-14, and for City Attorney Nathan Davis to attend a Community Development Tax Initiative meeting in Athens on Aug. 8-9.

All travel by the board and its appointees is funded through each individual commissioner or appointee's travel budget.

PUBLIC SAFETY MATTERS

The commission also tentatively approved the alcohol license application requested by Sarah Underwood for the Downtown General Store to sell beer and wine.

The commission tabled, until its business meeting, a request for an alcohol license for Miss B's Food Mart & Deli at 2121 Radium Springs Road.

The commission approved an alcohol license transfer from Sungwoo Inc. doing business as Shogun Japanese Restaurant, and granted a one-day alcohol license for the Lily Pad for a fundraiser at the Hasan Shrine Temple on Aug. 12.

PUBLIC FUNCTION MATTERS

At the July 26 meeting, the commission will hear two zoning cases.

The first is Zoning Case No. 11-040 filed by owner FOG Albany LLC, and applicant Kauffman Tire, to request the rezoning of property at 1018 Pine Ave. from C-2 to C-3.

The request was approved by the planning commission unanimously.

The second is case No. 11-045 filed by owner Harvest Temple Church of God and applicant SRJ Architects Inc. They are requesting to rezone property located at 3005 Old Dawson Road from R-1 to C-5.

That application was approved unanimously by the planning commission.

In discussion of that zoning case, Planning Director Mary Teeter explained that the church was preparing to lease space to Albany ARC for an office at the location.

In Historic Preservation cases, Jean E. Sullivan, the owner of a home at 617 W. Third Ave., has applied for a Certificate of Appropriateness to request to replace the existing roof and outdoor deck on her property. The application was approved unanimously by the Historic Preservation Commission.

PUBLIC ADMINISTRATION & FINANCE

The commission voted unanimously to keep the city of Albany's millage rate the same as 2010 -- 8.660 mills. Finance Director Kris Newton presented the board with figures showing the millage rate and tax digest since 2005.

Those figures show that in 2005 the city's net millage rate was 10.792 with a net tax digest at $1,343,627,886.

The commission also voted 6-0 to retain the services of Rufus Montgomery for $60,000 for the current fiscal year, the same amount as FY 2011. Montgomery is the city's lobbyist for state and federal matters. His contract was to have expired June 30. Funding comes from the city manager's legislative account.

The commission also voted 6-0 to award the following bids:

- $45,274 contract to HTE Software Maintenance, Sungard H.T.E. Inc. of Lake Mary, Fla., to maintain service and care for the city's E 9-1-1 computer-aided dispatch, or CAD, system. Funding comes from the CAD maintenance account.

- $163,291.50 for 30 Dell "Rugged" laptop computers for Albany Police Department vehicles. The computers come with mounting equipment and a 3-year-warranty. Funding comes from the APD's general account.

- $443,000 for renovations to the five fields at Gordon Sports Complex, awarded to Benson Construction Co., Tifton, Ga. Sixty-seven contractors were solicited for bids, 15 attended the pre-bid conference on June 2; four bidders were approved to bid on the project and two of the approved bidders submitted a bid.

According to the city, the scope of work includes installing erosion control measures, removing the existing sod and infield material, and disposing of properly off site; laser grading; installing new blue-tag certified Bermuda sprigs; installing and renovating infield material; providing all maintenance including lime, fertilizer, watering and mowing for 120 calendar days after completion of the fields, and repairing all damage to existing pavement, sidewalks, fences, landscape areas, and lawns that occur during construction activities.

The project is to be funded through sales tax funds from SPLOST V.

- $57,942.50 for Emergency Sanitary Sewer repair at 1130 Valley Road. Reynolds Inliner LLC of Tucker, Ga., was awarded the bid.

- $3.4 million for fuel for the next year to Jim Hinton Oil of Albany.

- $342,152 for four sewer and dump trucks awarded to Yancey Truck Center of Albany; funded through the sewer and street maintenance funds.

- $379,342 for two 2011 Vac-Con trucks from Adams Equipment Co. White Plains, Ga. Funding comes from the Sewer Maintenance Fund.
