ALBANY, Ga. -- A Cartersville man was in jail in Albany on Friday, accused of asking who he thought was a 13-year-old girl to watch him masturbate while he was on an Internet video camera, said Dougherty County Police Sgt. Chad Kirkpatrick.

Samuel Dirk Barr, 43, was in Dougherty County Jail without bail Friday, a jail spokeswoman said. He is charged with multiple counts of felony obscene contact with a child and sexual exploitation of a child, she added.

In its weekly jail report, the Sheriff's Office listed two charges each of obscene Internet contact with child -- electronically furnishing obscene material to a minor and sexual exploitation of a child against Barr.

"He was arrested on the 10th and brought here on the 11th," Kirkpatrick said. "He contacted me in a chat room on March 9, thinking I was a 13-year-old girl. He asked if I wanted to cam with him."

According to Kirkpatrick, "camming," or going on camera with Barr, meant watching Barr masturbate on camera. Barr did that twice, once on April 11 and again on April 15, He added.

"That's when the felony crimes happened," Kirkpatrick said. "The Bartow Sheriff's Office stopped Barr for speeding and found the warrants we had on him. They arrested him."

Bartow deputies also got a warrant to search Barr's house, Kirkpatrick said. Deputies seized Barr's computer and sent it to the Georgia Bureau of Investigation lab, where it will be searched for child porn and other illegal activity, he added.

This is the third time this year that Kirkpatrick posing as a young girl in Internet chat rooms has led to an arrest.

Previously, Bryan Stern, 29, of Atlanta, and Kenneth Pearson, 39, of Dublin, were arrested on similar obscenity with children charges after contacting Kirkpatrick on the Internet.

The Investigations were all part of the county police's involvement with the Georgia Internet Crimes Against Children Task Force, which investigates those suspected of posing a threat to children.
