ALBANY, Ga. — The Dougherty County School Board at a special called meeting Monday night voted 4-2-1 to nonrenew the contracts of 24 teachers and two principals named in the governor's CRCT cheating report.

Morningside Principal Gloria Baker, recently indicted on school lunch fraud charges, was also nonrenewed.

In an unusual vote, Board Chairman James Bush, and board members Carol Tharin, Anita Williams-Brown and Darrel Ealum voted for the nonrenewals; David Maschke and Milton "June Bug" Griffin voted against, and Velvet Riggins abstained.

Maschke explained his "no" vote, saying it was not a vote against the recommended nonrenewals, but with the reappointment list as a whole.

"It is my understanding that the (nonrenewal) letters had already been issued," Maschke said. "So that was a moot point. I did not feel compelled to support carte blanche reappointments and still not know where we are going to cut the budget on this $9 million shortfall we are facing.

"The letters have been sent, so what's the rush on reappointments?"

System Attorney Tommy Coleman had already drawn up the letters of nonrenewal, which had to be in the accused's hands before May 15 or else their contracts would automatically renew.

The board also instructed Superintendent Joshua Murfree to later compose letters of reprimand to be placed in the personnel files of five other teachers and one principal charged with failure to monitor: David Adams, Linda Gail Griffin, Deborah Jones, Linda Solomon, Patricia Victor and Monroe Principal Valerie Thomas.

"Dr. Murfree called me Friday and instructed me to put together the letter for the employees who were not being renewed," Coleman said.

In two surprise staff moves, the board voted 4-3 to transfer former Executive Director of Finance and Operations Robert Lloyd to director of supply services. The vote was also 4-3 to move former Assistant Superintendent of Curriculum Diane Daniels to social studies coordinator.

Merita Jones was named interim director of curriculum. No immediate replacement was named for Lloyd.

The board's decision to nonrenew the teachers' and principals' contracts now takes the system to the tribunal phase of the administrative investigation. Those educators who received the nonrenewal letters have 20 days to appeal their dismissals.

They will also continue to be paid until the end of the school year later this month.

Coleman informed the board that the information contained in the individual case files is voluminous.

"I promise you, when we get to the evidence phase, you are going to get tired of reading this stuff," Coleman said. "We have three lawyers in addition to me. We've got the information divided by schools, and we're just halfway through the documents. We haven't even begun to listen to the audio files (of investigators' interviews)."

The board then heard from Assistant Superintendent Kenneth Goseer, who gave more details on the recent revelation that the system had reimbursed $404 in bail money to the parents of a 17-year-old Dougherty High student who was arrested by school police on a charge of disrupting a classroom.

"We have situations that occur in our schools all the time," Goseer said. "In my opinion, the child was falsely incarcerated. A decision was made to pay out the $404 instead of possibly paying out thousands from a lawsuit. We were protecting the Dougherty County School System."

Goseer said Lloyd cut and signed two checks, for $384 and $20, but he was not clear on who ordered disbursement of the funds.

"Robert Lloyd didn't just dream up writing these checks," Tharin said. "There is some major spin being put on this."

Goseer responded, "We've reimbursed people for having horns stolen. But we are making these decisions for the good of the Dougherty County School System."

Tharin then made a motion to demand repayment of the reimbursement by the parents, but the motion died 3-3-1 with Tharin, Maschke and Ealum voting yes, Griffin, Bush and Riggins voting no and Williams-Brown abstaining.

"In hindsight, some mistakes were made," Murfree said. "We need to clean it up and move forward. And we will be very careful in the future."

Sounds like they didn't keep up with their own equipment and the taxpayers paid to buy more. This must be how we teach personal responsibilities these days. However, could be an explanation we just haven't heard that would make it acceptable--not much to work with.

I would believe the horn was stolen before I would believe they lost it...I have had to replace 2 mouthpieces and the valve buttons on my child's trumpet. You can't lose all three valve buttons at once...they screw on.

Maybe the school system needs theft insurance. Or the parents? I had something stolen out of my locked car when I was in school. My insurance took care of it, not the school. It also makes a difference if something was left laying about or was locked up when stolen. Hey, call the police, that is what they are for. Stealing is stealing no matter where it happens.

This all happened at the middle school. They provide a storage room for the kids to leave instruments during the day, but no individual lockers. They are not allowed to carry it everywhere they go during the school day. And with multiple classes coming and going, there is no way to really control it. The kids help themselves to any other supplies there might be in someone's instrument cases. I can't tell you how many bottles of valve oil we went thru during middle school. After the disappearance/reappearance of the trumpet, it was kept in the instructor's office.

It's a sign of how bad things have gotten when you can't even trust fellow band students. In all the 6 years I was in band, we never had this problem. We knew who our bandmates were, and were firends. We respected each other, and each other's instruments.

yeah, they'll be very careful in the future....not to get caught again!! I can't believe that they couldn't at least be unanimous on the vote for reimbursment of the bond money. that just shows the difference in peoples character...what a shame!!

It comes down to no morals. Reverend Bush should be setting an example for the kids but he has proven by his actions he is no leader and is not a good person for the kids to look up to. Thanks for voting down not having the OUR money repaid by the parents. The parents are also not setting good examples. FAILURE AT ALL LEVELS IN THE COMMUNITY IS WHAT IS REALLY BRINGING THIS TOWN DOWN NOT PEOPLE COMPLAINING LIKE THE CITY STATES IS THE PROBLEM.

Goseer is an idiot. When the DCSS lawyer says something is illegal, that's not an opinion. When a School Board member quotes the lawyer and says something is illegal, that's not an opinion. Using school funds for bail money is illegal, and it was wrong. It's too bad we don't have four members on the School Board who agree.

So, it looks like there is audio, and evidance. A lot of it. Isn't that what you have been asking for? As to costs, if that is a consideration, why prosecute anyone? It's way less expensive just to let them all go and not worry about it. Just what the criminals would love. About like certain Federal Programs that are so wrought with fraud the GAO has said the only way to fix them is to stop them and start over. Public trial is supposed to show the average Citizen why they shouldn't do that, not encourage them to follow these Criminals lead.

I do not believe that these teachers should be "prosecuted" and they shouldn't be fired! My child was in 2 of these teachers class 2 years in a row! They are wonderful teachers and do great at thier jobs!!! Our state is to blame by putting so much infasis on these test results! As the parent of a serverly ADHD child I think it is rediculous that this one test will determine if he is promoted to the next grade! These teachers KNOW these children and not everybody is made to take "standardize" test! And if the kids know the material and are having a hard time then the teachers did what they thought was best or what they were TOLD to do by higher up officials! I dont think that the state should hold these teachers totally acountable! They need to look at the state regulations as a whole!

Rules are rules...I have a severely ADHD child also. If your child has difficulty taking tests, get accomodations in their 504 plan for that. Teachers should follow the rules. If the pressure was too much for them, they should have ganged up and took it to the administration! And I mean the state administration!

Didn't a certain Human Resources Director get removed in part due to her language? Wasn't there a documented incident in the halls of DCSS of another Director using language and getting repremanded for it? Just how far does anyone think they would get using Cursing to address a Supervisor in any large Industry in this area/ Yet according the the Superintendant and his Assistant it is acceptable in a School setting. Plus reinbursement to Parents bail payment for a perceived injustice against a child? Last time I looked, that is what the Courts are for. Plus, wasn't the actual charge Disruption of School? Now I wish it were possible to prove this money came from Federal Funds, that way they would withhold funding until it was replaced. Just what puts DCSS above the Law?

Yea I figure he got the axe cause he turned in Riggins and also Lloyd did not take the bullet for the Bail checks to get the thug kids back out of jail that the school police locked up for threatining a teacher. Old # 34 Murfree ordered up the check and got Lloyd to sign it so his name not be on it. You notice when Lloyd was asked who authorized the check he deffered to Gossier to answer. In otherwords Lloyd did not cover up the crap and jump on the grenade for Murfree

Walt, there is material, but how much of it is really evidence? Letters were sent before material review, lesson 1 - If you're going to issue a non renewal to a tenured teacher for one are all of the eight reason, it would be wise to have reviewed the material and found evidence for cause.

You can't, I repeat you can't go around taking people property and interest, it cannot stand the court challenges. You will loose evertime.

The Tribunal are set up to be fair and impartial, however, there is a lenghtly appeal process just in case.

You have condemed the teachers before due process, you have not seen or heard the alledged evidence. They will be fine, thanks to God.

He is their friend! Can you be my friend? Can you comment on that?

You also imply he is padding the account, as all Lawyers are apparently crooks and stack the deck to assure continued employment for other Lawyers? I haven't condemed any individual. Walt, I have something here, you can't run from the facts. But, please answer.

Politics, the public demanded non renewal letters, okay, now you have them, letters for hearing will go out from the teachers attorneys, and by law, the accussations along with cause must be turned over.

Note: lets say that after the material have been reviewed, no evidence and are cause are discovered/found. Problem 1- the non renewal letters have gone out, how is this constitutionally fair?

This has been going on for years, DoCo school computers being sold at the flea market, system cell phones missing, missing lunchroom money, bail money, cheating scandal, free lunches to the administrators/board members. Can you imagine the things we "don't" know about !! Yep, some lawyers are gonna retire wealthy due to this being drug out for a Loonnggg time.

Some have begged our Senators to get the GAO involved, the school lunch program is USAD, hence Federal, they simply will not do it. That is going on nationwide. As for the Governor, Deal has had too many shady deals of his own. I don't trust any of them to do what is right.

What do the language for the non renewal process say about cause? How can you say you have cause without review.

Point, I say you have cause in a closed box, this is hearsay, you have to look in the box and review the material for cause, if you find cause send out letters, if not, be smart.

It's better to let a guilty man go, than to convict a innocent man, in the name of justice.

Justice will be served, the teachers that are innocent will be cleared, and you can take that to the bank. Money is not an object when it comes to justice.

I would think the investigators know who the guilty ones are. The lawyers might have reviewed these case files first to be able to make the recommendation that they not be renewed. Mr. Coleman is a smart man and he knows the law, he would not risk getting himself in trouble for unprofessional conduct.

I'm sooooo happy to have been fortunate enough to leave the area several years ago. You nonrenew to avoid automatic renewal on the 15th. Those renewals could prevent the DCSS from disciplining the accused. You cited the case law I believe.

The teachers have 20 days to appeal those nonrenewals, then they will go before the tribunals. This is the process you are talking about.

If the school system does nothing, the state will likely descend upon the school system with the wrath of an angry God, and remove the entire Board and the Superintendent. Oh, we won't even talk about SACS accreditation which is coming up in September.

Hey, albanyherald....I must agree with you on bubbavet_rureel...I stopped weeks ago.......reading his/her posts. They have become tedious and boring. Same thing over and over and they never seem to make a point. And yes, I do agree, we each have a right to make our opinions heard, and we also have an individual right not to listen to other people's opinions and I exercise that right quite frequently as I am sure many others do when they see a post is being put up by me. Ain't America grand.......kind of like reading the Sunday funnies..there are some I absolutely refuse to even turn to....UGH...and others I cannot wait to read.

BBVR- If the letters were not sent, they would all be automatically renewedm, and by law, could not later be disciplined. If some of the teachers are found to be blameless, they can be reinstated with back pay. What's the problem? How can you not see the logic in the way this was handled? By the way, just because they graduated from some diploma mill and managed not to get fired for 15 years doesn't mean they are an asset worth keeping. I attended DCSS. I know for a fact that some of the so called teachers are as incompetent and have no more of a command of English and grammar than you.

Whats your education level, and how do you know what schools are diploma mills? You only send letters when cause is identified. Not send letters and continuing looking for cause.

Since you obviously lack the intelligence to see the problem, let's do it Reputation 101A style; once you have dragged an innocent person through the mud to get at the guilty, it's doesn't help to say, "Oops, my bad!" There are some things; "I'm sorry!" doesn't fit. You yourself said 'some of the so called teachers are as incompetent and have no more of a command of English and grammar than you. (You certainly didn't lie about yourself.) So, all on the list, whether innocent or guilty, are to be destroyed while feeding your thirst for heads? As for the school a person chooses to attend? You certainly have a right to your opinion. However, don't delude yourself into thinking you got a better education because your school of choice was predominantly filled with, what you consider....the more elite segment. At the end of the day, it's not the school but what each of us is willing to bring to the table. We all know some of our classier/sleaziest criminals have strolled down Ivy League halls. By the way, how would you rate such an upper crust education or the institution that produced such criminal excellence?

Dothan, Alabama must have heard about the fiasco in Albany... about the smart mouthed girl who swore at the teacher.........I was there yesterday and there are billboards up all over the city about "YOU CUSS A TEACHER.....YOU GO TO JAIL".......and it shows a picture of a cop with an angry look on his face and a kid going off with him ......Gotta love it.....hahahaha.....I know seeing the billboard wasn't because of the Albany thing, but I guess Bama isn't going to put up with that kind of thing. Gonna nip it in the bud as old Barney used to say.

What if Bubbavet is really Bubbavet_rureel.....yanking our chain....hahahhahaha.....could be you know.. Maybe the Herald generates a system hash based on hardware information on a user's computer, and transmits those hashes each time a user goes to the page. Maybe he is the same name and they could check the server log and see if it is the same hash every time he accesses it. Of course that is a bit of trouble and it is just as easy to ignore the bubbavet_rureel posts, huh?

Yesssssssssssssss.....haahha.....jglass........they sort of glare out at you don't they........that big ole Bama cop.....all angry and such......haha....I wonder how effective it is. My grandson goes to school in Auburn and I have not asked him how things are in his city school but so far he hasn't said anything to me about any problems in school. All of my grandkids (3 so far) have graduated from Auburn City schools and either Auburn University or attend presently and have never had any complaints with the public school system. Thank goodness!!

Hey Bubba...are you a product of the Dougherty County School System(DCSS)? You seem to be unable to use correct subject and verb agreement. I find your posts regarding the school system less credible due to your incorrect usage of grammar and the rhetoric you post(along with the other nonsense you post). You must be related to Mr. Johnson(you keep thinking if you harp on a subject, people will come around to your way of thinking or you will get your way). It's not working because the majority of usI(those of us who pay the bills and actually work everyday) don't value your opinion. Your method and the content of your posts are the two things that are wrong with Dougherty County goverment and the entitlement population of Albany.

I am sure there is going to be a long drawn out fight in court for many months by the major players in this farce and it is going to cost the county some coins but if it can get rid of Larry, Moe and Curly it will be well worth it. None of the Three Stooges are as disconnected from Reality as our B_r. B_r is the kind of guy that pokes HIMSELF in the eyes and hits HIMSELF in the head with a hammer and hollers "myunk myunk myunk" everytime he has what he thinks is an original thought. But then WE poke him in the eyes and hit him in the head with a hammer (with our insightful commentary) but then HE just looks cross-eyed at the "camera" of his own internal blue-state broken mirror, asking Himself "will you be my friend?" whereupon his blue-state reflection assesses the Demographics of what it sees and say "Of course....you meet all the necessary qualifications. Would you like a hand-out in exchange for Your Sacred Vote?" And the answer is, unabashedly........YES!!

In a word...........no! You haven't earned it. It's not something to "give" as in a "free hand-out". Get some integrity, get some objective thinking skills, use those skills, arrive at reasonable conclusions, realize your blind spots and ask Almighty God to remove them, and take a few advanced Math classes so that you can appreciate what ONE chance in FIFTEEN TRILLION looks like....and then ask me again. Right now the answer is HELL NO.

Question for B_r: if, when you get in your automobile to go to work next time you plan to go to work (if you DO work....) and your chance in arriving safely at work was ONE in FIFTEEN TRILLION.........would you attempt the trip? Answer carefully..........and with whatever mental faculties you possess.

Riddle me this: you really think the DCSS is going broke because of a court fee or because of a horn? The DCSS has been over paying teachers and bus drivers for years. There is so many dishonest people working for the DCSS its scary. When it was brought to # 34's attention that there was 100,000.00's of dollars being over paid to teachers and bus drivers that was turning in false time sheets every month and had been for YEARS! He brushed it under the table below the rug and under the floor so fast..... said go back 1 yr and no futher for repayments and not to say a word or everyone would loose their job.
He spends his $8000.00 a month exspence allowance on the golf course everyday and might visit 2 schools a week for 10 minutes. But a good time to talk with him might be anytime he goes to work after 3 each day if that. But hey, Hes Doing A Friggin Great Job! Talk about money, how about the non board approved raises that his friend gave herself when she uped her pay from 6 yr experience to 18 yrs and also back paid herself and printed her own check, who signed it you may ask? The DCSS board should be asking. Oh #34 favorite saying should be "What had happen Wuz" LOL Speaking of # 34, isn't that so far down on the dang list you have already stopped reading the names? Didn't the Director of Finance bankrupt his last 2 jobs? Me think so.... I heard tonight that #34 said (as I fell out of my chair) "there isn't any misspending of DCSS funds" Really? He almost had a straight face to. LOL Oh and Im sure they didn't tell the board that one of their secrataries bus driver husband, was just found out to have been over paid more than a $1000.00, and didn't tell anyone. Hummmm......guess it is who you know... I leave you for now with these thoughts and hope they open some eyes to how bad the corruption is in the DCSS and they should get rid of all the so called big wigs and start over.......its so very sad.....

I believe paulaharvey does know some inside stuff, but remember Paul Harvey used to know stuff too but sometimes got it confused and mixed up and made mistakes at times. He used to report some outlandish stuff on his radio show that later proved to be just that, outlandish, and he should have really hired staff to fact check. I am sure paula's inside information is pretty good, but maybe some of it is not first hand, maybe some is second hand? That sometimes causes information to lose some of its kick. I do appreciate her giving us a taste of the corruption that goes on tho, as if we didn't know, huh? Come on paula, give us more...tantalize us.... a friend and I used to listen in on cell phone calls with a Bearcat 800 mghz scanner in the late 90's and early 2000 and man oh man the stuff I could tell.....hahahahaha....damn the digital age!!!!!!!

I respect B_R's right to express his opinions, but for pity's sake, no one can tell, much less care, what they even are. Throwing in a bunch of legal jargon is not impressive, and it's not going to win friends and influence people. Everyone makes spelling and grammatical errors, but if you would just state what you feel without these extremely lengthy digressions of legal "rights", many of which are just not applicable to the circumstances, to put it kindly, you wouldn't catch so much criticism.

I know what agirl_25 is saying about the Sesame Street connection between B_R's plea for friendship. Personally, it reminds me of Mr. Rogers, rest his soul, and his song about wanting to be your neighbor. I didn't like that either. And if you are looking for online friendship on a discussion forum that deals with local news, most of it bad (which isn't the paper's fault), perhaps this is the wrong place. Try Facebook.
