ALBANY — If Richard Payne owes anyone cash, chances are, after buying a lucky scratch-off ticket at an Albany convenience store, he’s good for it.
Lottery officials announced that Payne had won the $500,000 prize after playing the instant game $7 Million Jackpot.
While attempts to reach Payne for comment were unsuccessful Thursday, lottery officials did say that the winning ticket was sold at Seymours Food Store at 1200 Dawson Road.

Yup.......my great aunt won a Pennsylvania lottery years ago and she probably had every penny she won the day she died...She was a mean old grumpy tightwad. Part of the deal in Pa was when you won the lottery you had to have your picture taken as part of the advertisement for the state lottery and poor old grouchy Aunt Rhoda thought every relative for miles around was going to be calling her asking for a handout. Little did she realize everyone disliked her so much they would not even call to congratulate her.....
