ALBANY, Ga. -- After six weeks of keeping a low profile, Dougherty County School Board at-large candidate Lane Price emerged at a news conference Friday at the Dougherty County School System administration building — and she came out swinging.

"I'd like to speak today on significant violations of local, state and federal regulations pertaining to the Free and Reduced Meals program and to the expenditures of Title I money," Price said. "For those who may not know, these two federally-funded programs are designed to help our children. Some people have tried to make this a racial problem, but the only thing racial about it is that more than 80 percent of our school children are African-American."

Late last month, the Georgia Department of Education sent a letter to DCSS Superintendent Joshua Murfree demanding repayment or reclassification of $134,626 in Title I expenditures. The DOE also is requiring the district to hire two monitors of the department's choice to oversee Title I funds and FRM applications.

"My questions are manifold," said Price. "First of all, why did the school system administrators of these two programs mishandle them? The rules are clear. The excuse 'Well, that's the way it's been handled for a long time,' won't hold water — especially to state and federal reviewers. These are flagrant violations."

Price then took aim at DCSS administrators.

"Now the federal government, through the DOE, is requiring our system to hire two people of their choosing to oversee the FRM and Title I programs," said Price. "So, we're going to have to pay two more folks to be sure that the administrators who are already on our payroll do what they are supposed to do."

At stake is more than $11 million in funding which has been frozen until the state is satisfied with the system's answers. The DOE has given the DCSS until Sept. 28 to respond.

"That money is meant to pay for the 2012-13 school year," said Price. "Something is broken. Badly broken, and it needs to be fixed now. The rules are there. The rules are clear. The rules are there for a purpose."

Price also expressed concern that some of the same people who helped cause the state intervention remain with the system.

"As a taxpayer, it is of great concern to me that the person who submitted all of these Title I expenditures is still managing Title I funds," said Price. "We have learned that the improper actions of the Title I director (Betty Graper), as well as the administrators of FRMs, have gotten us into this mess. Big money is frozen, and we are going to have state folks in here, at our expense, to oversee our employees.

"This is unacceptable."

Price then urged citizens to attend the next School Board meeting at 6 p.m. Monday.

"If you care about this issue, join me at the School Board meeting. This will be the first since the letter from the state was received," Price said. "We have a huge problem. I, for one, want some answers, and I want to see the current School Board address and act on this problem."

Dr. Price, I certainly hope you are the help that the DCSS Board needs. Please help to straighten them out and help to make them do things right and STOP saying "this is how it has always been".!!!!! And, justice needs to be done for those who have foolishly spent school funds whether it is tax payers dollars or government funds, etc.

The obvious question is "why has the current School Board and Murfree not addressed these issues for holding these administrators accountable?" Failure to act on their part should also result in their removal from these key leadership positions.

What the system needs in an inside auditor selected by the School Board to oversee all of the programs and regulations that the system is required to follow. This will break the culture of disregard for the rules governing the system and its employees. This auditor will be required to keep the Superintendent informed but he/she could only be fired or hired by the board. It is time for the School Board and the citizen to get serious about following the law in all aspects of its operations. This is the way it was done or someone else got away with it this way is not an answer that will be or can be tolerated by the community.

The school board? Are you nuts? The current school board is okay with what has been happening and sees nothing wrong with it. Now you suggest that they hire an auditor? What good would that do? It is still the fox guarding the hen house. Now...if it is the state boe who hires the auditor and the auditor answers to the state boe only then I am in favor of it.

I haven't seen a copy of the entire 16-page letter from the state posted on any internet site--perhaps I just missed it. I would think reading the entire letter with its details would be very enlightening. In all my many experiences with govt at all levels, I have never heard of an organization being told that it must hire specific outside people to oversee operations--a very open action showing DCSS simply cannot be trusted to use money wisely and in accordance with established criteria.

James Bush, Mr. Murfree, Velvet Riggins and June Bug, to bad they don't know how to do the right thing by removing thyself. I sat in on a side meeting with Mr. Murfree after attending one of their open meetings and all he could say "I'm looking into those complaints", no answers and he tried to assure us our concerns would be addressed! All talk, no action!! Mr. Murfree is no different than our President, and look at the mess our country is in, say what the people want to hear and do as they please for thyselves no matter who suffers. The DCSS has been nothing but a three ring circus, and now Albany tax payers will pay for those mistakes.

If things are to survive, all these Administrators need to be evaluated by a Professional Standards Review. They need to be required to demonstrate their in depth knowledge in writing as to the legal and regulatory requirements which govern decisions made by those holding their title. Problem is, as in the past, these people have just been hired based upon a Degree and friendship. Holding a Degree simply means you have a basis to build on. What you build it to is what should be hired. For the State to base pay on a degree status is wrong. It should be entirely bases on merit proven by accomplishment. One of the very best Deputy US Marshal's I ever knew was a Music Major. Now if you were going to hire him to teach, would you hire him to teach music, his degreed area, or Law Enforcement, his area of proven competance? No Bubba, at least some of these folks have got to go. Even after this shakeup, I haven't had it proven to me they have done anything to better their knowledge of the regulations. Evaluate these folks realisticly. If they pass fine, if they don't place them on a probation program. Provide them access to training, at the end of the training have an outsider eveluate their knowledge of their field, then either re-instate or terminate depending on review. Sorry, but unless and until some hard requirements are put in place this morass will continue to expand and suck everything down into it's depths.

You know I had thought you could read for comprehension. I basically said evaluate every Administrator currently on the job. Those that can't make the grade in their chosen field should be provided the opportunity to train up while on a six month probation. Then they face an independant re-evaluation with the result determining continued employment. For surely even you can see that there are at least some that don't have any idea how to correctly do their job. Or are you agreeing with the others that they deliberately did wrong for profit? That just doesn't seem like you.

But walt.....don't you think Murfree should have to prove he has a PhD... i still can't find any record of him having attained a PhD from Howard University.....what if an LPN (licensed pratical nurse) .....went to Phoebe and said "I am an RN (registered nurse) and want a job as an RN that pays $32.00 an hour and you will have to take my word for it that I am an RN because I say so. Same thing isn't it? Is it right for the county to pay him such a high salary for such a poor performance if he is not what he says he is? Have him show his dissertation.....let the people read it..I bet it is a hoot.....especially his defense .....Just askin....

BV, the past is the past, it is only the fools who repeat it. Let it go or we will never move forward. Unfortunately, our present administrators adopted the same mentality as you and it has without doubt hurt all the stakeholders. In the past I do not think anyone paid attentioned nor cared what was happening because no one person really bought into the system. Today, the stakeholders have changed but the system hasn't. Albany's citizens, black, whites, hispanics, Indians, rich and poor, will no longer tolerate inept business practices nor anything less than excellence in our school systems. It has nothing to do with race and it saddends me that you, an adult and probably a mentor to young children, has such hatred in your heart for those who are unlike you...to include all the children of other races. Ignore the race issue and honestly look at the situation as it is today...you being a person with a heart understand it is time for a change. ALL our children deserve a chance.
