I have participated in painting murals with the walldogs in small towns in Illinois. We use a new water based paint that will last. I think having a "Walldog Meet" for downtown Albany would be great to revivied the area. In Danville,IL we paited mural about historic businesses and events that happened in there.Check out their website for professional murals.

The mural was commissioned by the city. I don't know why it is on the back of the building instead of the front.
