ALBANY, Ga. — Samuel Taylor, the Georgia Department of Education’s Program Manager for District Effectiveness School Improvement Division, did not mince words Monday in giving the Dougherty County School Board an assessment of math programs at Dougherty and Monroe high schools.

“Dougherty and Monroe high schools’ math programs are among 5 percent of the lowest performing Title I schools in the state of Georgia,” Taylor said. “The board is going to have to make some hard decisions very soon in regard to math achievement and teacher effectiveness. But we are not in the business of giving jobs. We are in the business of educating children.”

The assessments, or “learning walks,” were conducted last month after the two schools turned in abysmal end-of-course test scores in math.

In 2012, 69 percent of Dougherty’s students did not meet Math I expectations set by the state. Math II numbers were worse, with 85 percent not meeting expectations. Monroe’s results were similar with 61 percent failing to meet expectations in Math I and 74 percent in Math II.

“The Department of Education decided to conduct learning walks through the classrooms at Dougherty and Monroe and observe teacher practices,” Taylor said. “We wanted to see what was going on in those classrooms.”

The state set up three teams of four people from the district, the school and the DOE. Each math teacher in the schools was observed by at least one team for a minimum of 30 minutes.

The teams were looking at two specific areas: instructional strategies and positive learning environments. The teachers were graded with four possible results: exemplary, proficient, needs development and ineffective.

Neither school scored in the exemplary range, and nearly 70 percent of Dougherty’s teachers fell into the lower two categories. Monroe’s results were similar.

Among the teams’ findings were:

“Teachers lectured extensively with little or no involvement of the students,” and “questions and assignments were generally low-depth.”

“We are only here to recommend, and it is the superintendent’s job to bring the best possible people forward,” Taylor said. “We have to have accountability; students have got to own their learning. Our neediest students should have the best teachers and administrators, and that’s the bottom line.

“There are also scheduling issues at the schools. Both have math support classes, but we saw only five to seven kids in these classes.”

Taylor then told the board that all is not lost.

“These schools can be turned around. It all depends on if we have the will and commitment to do it,” he said.

A somber interim Superintendent Butch Mosely said “there are no quick fixes in this business, but there are strategies we can, and we will, put into place.”

Board Chair Carol Tharin agreed.

“Very soon the board is going to have to step up and do things that won’t be popular for the betterment of Dougherty County’s students,” she said.

Every supervisory and instructional member of the mathematics program for DCSS should be dismissed. Just under five years ago representatives of the mathematics department of the College of Education of the University of Georgia visited with Dr. Sally Whatley and members of the DCSS math program and offered to establish a field instructional program for the math teachers of the DCSS. It would cost nothing from the local budget and funding would be provided along with computer programs to carry to the math class rooms to augment instruction through a federal grant which the UGA personnel would assist the local math personnel to write. Sally Whatley signed on and realized the tremendous advantage the program would offer. The math curriculum supervisors were upset because it challenged their incompetence and directed academic resourcing away from ASU. When the follow up sessions were to begin the UGA staff learned the locals had written the grant through ASU who didn't have the slightest idea about the program or the computer components. Dr. Andy Horne, the former Dean of the College of Education came to Albany to visit with Dr. Whatley and she didn't have the courtesy to see him. The program died along with the opportunity to set up a local field service program with the same professionals who established the internationally acclaimed educational program for Japan. This same program was established in schools in North Georgia with immigrant Hispanic children and was overwhelmingly successful. The program was so effective the children who spoke broken English became grade proficient in just over two years of instructional services. There are teachers and principals who are still in this system who were screaming to get the program initiated through UGA but the stinking lousy politics of the central office blocked it. A pilot project using similar services was set up in a local grade school and it produced fantastic results, teaching children and teachers math. The point is two fold - #1: clean out central services or reform will not stick; #2: get attached to an academic resource that can help with instructional and curriculum direction. Get completely away from the Department of Education at Albany State University in all academic subjects. I am sending this as an e-mail to members of the DCSS board.

Well, it's true and the field service staff was to be provided by the UGA professors and staff at absolutely no expense to the DCSS. Oh, excuse me. DCSS would have to provide a setting for the program.

Very good info. The problems in DCSS run deep and continuing a "jobs program" for underperformers in instruction and management staff is a big part of why we iz where we now iz.

I knew a man that taught math at Albany Tech. Back then he had over 160 students taking math to bring up their ability to high school level. He gave them an easy test trying to bring up their GPA so they could keep their Hope scholarship. He told me they couldn't even do 5th grade math, decimals & fractions.

The hornets need to be disturbed then. These students' learning should be the focus of why DCSS exists. Not just serving as an employment agency. Thank goodness this professional from the State Dept gets it. The ruling group on the board and Mufree never did. If Whatley got it she expressed it feebily or was so dominated by the self serving board controllers she could do nothing. I suspect this to be the case & I suspect she is a capable person in a different professional setting. The folks at UGA College of Ed thought highly of her.

All the people in DoCo ought rejoice that we are under this scrutiny. Sorry it is so painful & expensive but we have to scrub the wounds clean and treat them with germ killing agents. As a tax payer I am ecstatic. As a co-owner in a small business I am encouraged that education will improve and be attractive for other commercial interests which will bring more jobs.

I learned a long time ago you have to scrub away the dirt before you can sterilize anything. These Administrators and Teachers responsible for these problems need to be held accountable, up to and including termination. Even to the point of challenging Tunure due to demonstrated incompetance. For these individuals have failed their students, and collected hefty paychecks while doing it. Wouldn't be tollerated in any Industry, even if you were the Boss's Nephew. I know there probably aren't any good individuals standing in line to teach here, but that excuse has been over used to maintain incompetants in their jobs.

We may have trouble importing competence, but I know in some states teachers assistance positions are filled with fully qualified teachers. Hire your own has always been a common strategy and an easy one, but since a degree seems to be so easy to get at ASU maybe that school should be remove from recruitment list. I worked with one who had a masters degree from ASU and he had trouble with any math above basic arithmetic. Good post Fryar, lets hope it leads to much needed improvement.

THANK YOU Fryar.... I am praying that your e-mail does NOT go unread. Some of (not all) of the DoCo teachers are for sure not qualified and this just proves it. How in the world can you just "lecture" in a math class and not have any participation? It just makes no sense. Only there to get their paycheck at the end of the month, not caring about the student's education or well being. My son told me just yesterday that one of his elememtary school teachers told the class that the CRCT scandal that is going on in Atlanta was the fault of the students for letting the teachers down and not passing. I explained to him that is far from the truth, that the teachers need to figure out alternate ways to teach the students (no two kids are alike, so why should teaching strategies and skills be??) and that she was wrong.I was there this morning to talk with the principal about this as well. It just irritates me to no end!!!

Something needs to be done and I pray that Mr.Mosley and the rest of the board figures that out BEFORE contract renewals come up.

It is time to put up the race cards, forget about friends and relatives, quit being intimidated, drop the political correctness, stop hiding the incompetent and fix the damn problem! Taxpayers, parents, students and good employees have been held hostage by a system that has been allowed to become a haven for the poorly performing.

DOE at ASU. There is not such animal. ASU does not offer a secondary Math Education program. The students are graduated pass state board which is hard, but they are well prepared for that. They just do not have any teaching experience. Now, I will lay the problem, the biggest one, in Nancy Cox's lap. She implemented a program that is so awful it is beyond belief. It may work for that private school her son attended, but it does not work for public schools. First off Middle School teachers do not have the math background to teach the students and have them up to standards before students are in a classroom in 9th grade. Why would you need to teach trig to a student who will never need it? It is in there to be taught. Statistics too. You spend very little time on each subject matter before you have moved on. It is no longer Algebra I, Geometry, Algebra II on so forth. We have now lost a generation of math students. No wonder they have done away with the SAT. I would like to know how many must take developmental studies before they enter College Algebra. School Board should also talk to teachers at Darton and Albany Tech. Get their input on who and how the students are lacking that is where you will get correct info. The state board of education will try to cover their butts on this and it is mostly their fault. Even after Nancy Cox left they decided to still keep the program much to the disdain of the schools.

By the way, how many Indian math teachers have you hired versus fully certified math teachers from Georgia schools. Now a ASU graduate is not fully certified. They won't until they get their education courses and that will be when they get their masters. Still no student teaching ever. ASU use to have a math education program and they did away with in somewhere around the flood. I have done volunteering to tutor students, but the students are not interested. This is also another major problem. When students do not care if they ever learn, I am not going to waste my time. You have ninth graders still counting on their fingers and forget fractions. So a lot of it stems back to elementary school. Many students do not even understand the concept of cancellation for fractions. This is even students coming out of Robert Cross. A stronger math background needs to be implemented in elementary school. I have even seen teachers in elementary school skip math that should be taught daily. Do not wait to teach math after lunch, those babies are tired and sleeply. Teach math early in the day when the mind is awake. If this is not done, you will never increase scores.

As a product of Westover High, I can attest to the fact that I was sorely surprised when I went off to college at being forced to take remedial math because the HS had so overwhelmingly under-performed. And this was in excess of 25 years ago. I can't imagine it has gotten any better since then.

Dougherty County School System is a Joke! I have been battling with one of the schools mentioned in this article and have encountered incompetent leadership. Students in a classroom with no teacher for a semester and they are expected to pass the same exam as those who have a teacher. Hmmm, could this be one reason the test scores are low? It is obvious that these children are being set up to fail.

What happened to holding Dougherty County School System to a standard of excellence and accountability? There must be a radical change in the structure of school leadership in order to empower all students with the ability to meet high educational standards. In other words, every student should receive quality education. However, this will require the efforts of the school board, teachers, principals, and parents.

For the State to come in and find these problems in one visit clearly illustrates they are not capable in their assignments and need to be terminated and replaced

Actually the state had been down here for quite some time providing "technical assistance" in Title I program expenditures, FRM administration and school improvement in three of the four high schools.
In regard to your bolded statement, all I can say is be patient and wait for Mosely's recommendations on contract non-renewals.

Terry, I know this comment is days after the original post BUT... if the superintendent decides not to renew certain teachers, who will be the replacements? I have to think that there are NOT huge crowds of teachers wanting the chance to teach in Dougherty County! This is going to be a tough fix.

They need to take advantage of qualified volunteers who are very capable of tutoring. If the students are not capable of doing basic math skills, how will they ever graduate. Some of the so called labs are a joke. Waste of time and money. There are retired teachers who can also help.

Until the logjam is cleared at the corner of Washington and Pine all reform is meaningless. Central services has got to be flushed (irrigated). Resources and forces have to be pared to bring the point of service to the students in a strategy that will be sustained. The current BOE and acting super are doing the right things, but believe me the State's muscle is critical for a long lasting remediation of the problems. We are one election away from disaster. Do everything you can to keep the State involved and the BOE supportive of change.

And another point I believe, the longer and more intense the press shines the light on the issues the greater the chance of winning for the students. AH has done an admirable job in my opinion with this issue and most particularly Terry Lewis.

70 percent of Dougherty’s teachers fell into needs development and ineffective. Where o Where is BVR when you been some good Bsing. And it was said that so many of us were wrong to squawk about #31 and the quality of some teachers.

Now you understand why the State is giving up to $2,500 FREE money to taxpayers so they can support Private schools…..Hopefully concerned parents will seek out a private school with open scholarships.

I think firing everybody is still not the answer. I think those people who are working their butts off should still be re-assigned to positions where they can be more effective. Dr. Murfree moved a bunch of people around the system that should not have been moved because he didnt know what he was doing. But now, we have people who know better in place and should be able to fix that. Moving people is good sometimes if it is done correctly. Also, Monroe and Dougherty Math teachers get students from the middle schools who are ill-prepared for high school and are in trouble from the beginning. Their work ethic is pitiful and the high school teachers are the ones who get blamed. It starts at home and in the elementary and middle schools.

bubbaneck also says: " It starts at home and in the elementary and middle schools. " Well said and true. That's one of the points the UGA group made and felt elementary would be the best place to start. After learning of the broad need they were willing to take a bigger bite.

I am strongly impressed with the presentation of the state DOE and response of the temp super. bubbaneck, your thoughtfulness here makes me want to write a note to the Bright Side, but I will show restraint.

Wow! Where to start. Hmmm. Let me say from the outset (and simply for the benefit of particular parties on this message board who seek to validate or invalidate viewpoints based upon where a particular individual earned their higher education degree(s) that I am an UNABASHEDLY PROUD graduate of Albany State University and an EQUALLY PROUD graduate and holder of a professional doctorate degree from The University of Georgia (which it appears is most often viewed as the litmus test and primary reference for academic superiority and instructional supremacy by a great majority of folks on this board). So hopefully, again, for those who seek to disqualify or discredit viewpoints based on such designations I pray that I have sufficiently covered all of the proverbial bases (from both sides of the competing spectrums) in that regard.

Now, it goes without saying that the information contained in the Herald article from the DOE concerning the quality of math programs at Dougherty and Monroe high schools is both SADDENING and HORRIFIC! Even more, it (along with the numerous other missteps by the DCSS Board and former administrators over the past almost 15 years) reflects terribly upon our community and its prospects (or lack thereof) towards sustaining growth, economic development, and a continuing high quality of life for Dougherty County citizens. Truly, and irrespective of your skin pigmentation the shambled and horrid state of the DCSS is an uncontroverted FACT that serves as an unflattering blight on our community. However, the SOLUTIONS which so often seem to befuddle both sides of the racially charged and putrid political atmosphere in Albany will NEVER be divulged by playing a blame game most often fought upon racial lines (e.g., Darton v. ASU, Whatley v. Murfree, White Board Members v. Black Board Members, Deerfield/Sherwood v. DCSS, East Albany v. North West Albany, etc.).

A FAIR and FORTHRIGHT analysis of the problems in the DCSS indicates that no singular PERSON or GROUP is solely responsible for this present state of affairs. No, this is the result of the faults, fallacies, and failings of a COMMUNITY (both black and white) who for the most part have been more concerned with perpetuating racial allegiances, casting racial aspersions and playing the "gotcha game" in a continuing saga of "one upsmanship" amongst each other, all at the expense of the students and children in our community. Case in point, was the hiring of Dr. Murfree a colossal blunder and in large part a politically and racially motivated move by members of the DCSS Board? Yes. No doubt about it. Did it have a negative impact on the system and reflect poorly on the community with regard to the standard for educational leadership in our community? Assuredly yes.

But before you commence with the "#34" name calling and jump on the campaign to end the alleged (and perhaps apt) cronyism of the former "DCSS Board 4" let's recall some equally pertinent FACTS. Ironically, Dr. Whatley was GIFTED the DCSS Superintendency in 2001 by the then DCSS Board (alleged to be politically directed and racially motivated) absent ANY FORMAL SEARCH PROCESS (which at least appears at minimum to be equally as questionable to the admittedly faulty process in the Dr. Murfree saga, but here again at least there was some semblance of a process however faulty with Dr. Murfree). Cronyism anyone?

Dr. Whatley then served as the HEAD of the DCSS for almost a DECADE (2001-2010) and prior to that was the DEPUTY SUPERINTENDENT for six years (1995-2001) whose primary charge in that was OVERSIGHT and IMPLEMENTATION of SYSTEM-WIDE CURRICULUM and INSTRUCTION. As such, the FACTS indicate that if we were to engage in the fruitless folly of comparative blame Dr. Whatley MUST certainly and UNMISTAKABLY shoulder her fair share as would the members of the DCSS Board predating the present and immediate past Board. Accordingly, let’s stop the BLAME GAME BATTLE!!! (which again just so happens to incidentally always falls upon racial lines).

Correspondingly, it is precisely because of these kinds of archaic, ungodly, unbecoming, backward and asinine “blame game” actions that we find our school system in this most shameful and disparaging position. But as was mentioned the “blame game” is fruitless counterproductive folly, so let’s STOP playing it. Now, on to some SOLUTIONS! As has been mentioned time and time again by CURRENT teachers in the DCSS, former educators and former executive level administrators from the DCSS, and from numerous educational leaders throughout the state (and ironically by the State Superintendent during his visit to Albany Tech this past Fall) TEACHER TRAINING & DEVELOPMENT is ESSENTIAL in ANY progressive 21st century public school system!! SURPRISE!! (And despite teachers in DCSS practically begging for HELP!!!) There is ESSENTIALLY NO PROFESSIONAL DEVELOPMENT & TEACHER TRAINING PROGRAM in the DCSS!!!! TEACHING is a PROFESSION! It is a highly methodical skill that requires constant and consistent updating and refinement with regard to specific pedagogical methods and strategies and DCSS teachers receive scarcely a pittance if anything in terms of professional and instructional development towards improving their teaching effectiveness in achieving better student outcomes. So please, in the name of communal solidarity and achieving SOLUTIONS for OUR COMMUNITY let's cease with the "fire all teachers that are ASU graduates" and "disassociate ASU from every DCSS program" rhetoric.

To erroneously assign the failure of a SYSTEM (absent an objective even anecdotal analysis) on teachers who are graduates of one particular school is disingenuous and is another nefarious act of racial aspersion devoted to an unseemly attempt to perpetuate a racially discriminatory agenda which again is counterproductive to our community. Teachers in the DCSS who are graduates of ASU (like all teachers in the state of Georgia) are either fully certified or provisionally certified/certification-eligible (as is lawfully permitted by the Georgia Professional Standards Commission) to teach. In other words those teachers have been assessed and designated by PSC and our state as COMPETENT and QUALIFIED. Now, what many of those teachers who are ASU graduates, UGA, graduates, Darton graduates, Valdosta State graduates, Georgia Southwestern State graduates, etc. ARE NOT is EXPERIENCED. And even for those teachers who may indeed have been teachers for a number of years, in DCSS, they are receiving virtually NOTHING in the way of exposure to new, innovative teaching methods and strategies, classroom management skills, updated approaches to differentiated learning style techniques, etc.

Additionally, there very well may be some credence to the notion of a lack of motivation and accountability from teachers but that is more a function of a lack of quality executive administrative leadership and oversight and less a byproduct of teacher competency.

Equally, on the other side let's stop the attacks on Darton's teacher education program. The two programs must and should coexist in service to our community. It appears fairly obvious that we have more than enough problems in the DCSS and enough educational needs in SWGA overall for both institutions (ASU and Darton) to serve towards the betterment of the educational profile and student achievement outcomes emanating from our local school systems.

Lastly, and again not unlike many of the communities throughout our state and nation today, our community and our educational system will improve through a shifting of our paradigm from a place of rigid racial and political sectarianism to a place of interdependence and communal solidarity. That is, an Albany, Georgia that reflects a genuine appreciation for the notion that our collective success depends directly upon our insistent willingness to uncover the shared conditions amongst us and embrace and exploit our varied differences in the overall effort towards actualizing a more beloved community.

I do apologize for the EXCEPTIONALLY long post but I've been watching this unfold and reading and observing from afar over the past five years or so and to date have never weighed in with my thoughts. Obviously, I had a lot to say. God bless you all.

DAWG says: " I do apologize for the EXCEPTIONALLY long post . . . " No need we all blow off steam at times, yours is certainly welcome and provides for an interesting read. You've written some germane remarks and some rhetorical. I agree with you that the DCSS is in a despicable mess. I also agree the circumstances' genesis is well over a decade plus. There are a couple of points you might consider, the State office for teacher certification and qualification was eviscerated (supposedly budget) leaving local school districts to be the essential point for qualification determination. A second point is about a litmus test for instructional supremacy or whatever, the fact is that UGA (not my alma mater) has a superior college of education and has the capability of bringing to bear a lot of resources for the betterment of local school districts. Math instruction resources were once offered to DCSS at no charge and rejected. My point in referring to that is the hope the members of the Dougherty school board stay involved with the reformation and reorganization of academic services to the students. Superintendent Mosely is due to leave when his temporary position ends. It is incumbent on the board to put in place systems and personnel that can provide continuity and stability in academic programs to the students. I do understand there are many good people in the system, staff, administrators and teachers. And as bubbaneck has pointed out, some have worked hard. However, I am absolutely convinced to a moral certainty that personnel resourcing and teacher training must be completely remolded if reformation is to last. The elected school board has to stay in touch with the disestablishing and recasting of central services programs and personnel, they have that responsibility and I support their continued involvement.

The ultimate reason public instruction is offered free to its citizens is to educate students effectively. Re-calibrating the DCSS focus to student learning is critical and any other agenda is distantly subordinate.

The crisis of our schools is savable and I for one am grateful to the State Department of Education for their intervention and to the DCSS Board of Education for their willingness to address the issues. Hopefully, each organization will remain resolved.

@GoldenDawg-One point you made is very important that needs a little follow up. You touched on professional development. The DCSS practically has to beg teachers to go to professional development training. The attendance is pitiful. There is little re-course for those who dont go. That needs to change! It should not be optional and teachers dont need to be paid extra to go! On the flip side, the training itself needs to be productive! Watching a few power-points and passing out huge binders of materials is out-dated. Teacher's need "hands on" training that has proven results! They need follow up training to see how they are progressing. The training should include real students. The teachers need real students to practice the new techniques with to see if it really works. Practicing on each other is point-less. I could go on and on, but I sincerely hope someone who is responsible for professional development is reading this because this needs to be addressed before school starts next year!

Anyone else think the kids themselves need to make it their responsibilty they gather the (math) skills of at leadt high school level. Forget the teachers or boards or this or that. Its up to the students no excuses. Dont like yer teacher or school? There r tons of free edication lessons in math and most other subjects online. If yer in high school and cant read write or do math yer not a victim you probably just dont care.
