ALBANY, Ga -- Following an official welcome for the two newest members of the Hospital Authority of Albany-Dougherty County, and the re-election of its current officers, updates were presented to the body Thursday regarding the Phoebe Foundation, a recent accreditation visit as well as a presentation of financial figures.

Joe Austin, chief operating officer for Phoebe Putney Health System, presented a report to the authority on the site visits conducted throughout the system earlier this month by DNV Accreditation.

The visits followed a switch Phoebe had made from the Joint Commission doing accreditation surveys for the health system.

"They hit every hospital in the system on the same morning," Austin said. "They will be coming to us once a year rather than every three years (as the Joint Commission did)."

There were a total of 15 surveyors from DNV who came into the system, five of whom were at Phoebe Putney Memorial Hospital over the course of four days.

Dr. Doug Patten, senior vice president of medical affairs, said the surveyors made a total of 20 findings at the main campus -- one of which was considered a serious infraction.

"We were told to expect 25-30 findings for a hospital our size," he said.

There are certain marks for which the DNV would typically make another visit in 30 days, none of which Phoebe received, Patten said. A report is expected to come back from the surveyors by early next week, after which officials at Phoebe will have 10 days to respond with an action plan on how to address the problems that were found.

Kerry Loudermilk, chief financial officer for Phoebe, also presented financial statements for the Hospital Authority, which showed that there has been an income from operations of $218,398 -- and a total operating expense of $499,754 -- in the fiscal year to date.

Lauren Ray, executive director for the Phoebe Foundation, also presented some figures to give the Hospital Authority an idea how the donation flow was during 2012.

In the course of the last calendar year, there was a total donation flow of $937,698. Some of the individual funds included Children's Miracle Network, which received $254,894, the Lopez Hospice Golf Classic, which raised $106,764, Jingle Bell Jog, which raised $61,185, and Lights of Love, which raised $38,660.

Roughly 42 percent of the cash flow from 2012 was donated by individuals, while the remainder was brought in by organizations throughout the area, Ray said.

With Thursday being the first meeting of 2013, there were two new members to the Hospital Authority to be introduced -- Dr. Michael Laslie and obstetrician Dr. Steven Kitchen. Laslie, a retired physician, was brought in to replace Dr. John Inman Jr., whose second term expired in December, while Kitchen was brought in as the new medical staff president -- a role formerly served by cardiologist Dr. Steven Wolinsky.

The re-election of the authority's officers keeps Ralph Rosenberg as chairman, Dr. Charles Lingle as vice chairman and the Rev. Eugene G. Sherman as secretary. An assistant secretary position was also added, a role that Fred Ghiglieri was voted into.

The next scheduled meeting of the Hospital Authority is currently set for 7:30 a.m. on May 9 at Phoebe Putney Memorial Hospital.

"The visits followed a switch Phoebe had made from the Joint Commission doing accreditation surveys for the health system to DNV Healthcare Inc. "Det Norske Veritas - The Norwegian Truth." A Norwegian company that started out assessing shipping risks for insurance companies. It's an old international for-profit company that has only recently developed and recognized health care accreditation services primarily for third party payment (translate medicare/medicaid). It will be interesting to see how it works out.

The 25-30 findings for a hospital this size and length of visit smacks strongly of a checklist approach which generally produces little of value since little is evaluated.
