ALBANY, Ga. — The Albany Police Department’s Gang Task Unit arrested a Jacksonville, Fla., fugitive Friday at the Motel 6 in East Albany.
According to the APD, James Hiawatha Russell, 27, was wanted for the murder of Philippe Foster on Nov. 4, 2012 in Jacksonville. The arrest was made at approximately 9:40 p.m. Friday after U.S. Marshals contacted the Gang unit with information about the subject and his location.
Foster was taken without incident and transported to the Albany Law Enforcement Center, where he was housed overnight and then interviewed by Jacksonville detectives Saturday. Foster was arraigned on Saturday and charged with possession of a firearm by a convicted felon, possession of cocaine, possession of marijuana and identity theft.
According to Phyllis Banks, APD media spokesperson, all charges stem from Foster’s arrest at Motel 6. Banks said Russell will remain in Dougherty County until an extradition hearing is held on the Florida murder charge.
