Mosely contract approved by BOE

ALBANY, Ga. — David “Butch” Mosely was sworn in as the Dougherty County School System’s interim superintendent Monday night and he wasted little time making his first personnel move: moving embattled Federal Programs Director Betty Graper to the system’s math curriculum department.

“Yes, I recommended we move Betty Graper to the math department. It needed to be done.” Mosely said after the board meeting was adjourned. “I think it was a productive meeting. I’m still shaking and baking right now, trying to get my feet under me. I visited four schools (Monday) and will visit four more (on Tuesday), and so far the reaction has been positive.”

Graper, a member of former Superintendent Joshua Murfree’s cabinet, had been at the center of a State Department of Education probe into improper or undocumented Federal Title I Part A expenditures by the school district. That probe led to the district’s reimbursement of nearly $300,000 to Atlanta and the placing of the system at “high risk” status by the state.

The meeting was also the first regular meeting attended by new board members Lane Price and Robert Youngblood.

During the board pre-briefing, Price, a physician, gave an indication that a new line of thinking might be on display ... over something as mundane as school fundraising activities.

“I’ve noticed that most of our fundraisers involve the sale of candy, which leads to childhood obesity,” Price commented. “I’d like to see us look at the possibility of limiting candy sales and for us to look at more healthy alternatives.”

Mosely said he would consider Price’s suggestion.

The next DCSS BOE meeting is scheduled for Jan. 30 at 11:30 a.m. at Turner Elementary School.

Don't put her in a curriculum area and certainly not math. Don't you realize how disastrous it is to put her close to students and other teachers. Please people raise hell about this. Make noise. I am e-mailing all of the school board that can read. The math department is already horrible.

If she was considered an admisitrator in her contract then she does'nt have tenure, tenure is for classroom teachers, not admististrators.

Fryar, Give the Interm a chance? I'm just glad he did do something right away? And I am hoping Graper has her head down in embarresment! Take away her pencil and give her a calculator so she can get it right .

For goodness sakes don't bury her in a departmental position where she works in instruction with students or teachers. And in math! The blind don't lead the blind. Somebody has got to put a bell on that cat! As for tenure how does that work for administrators they aren't on contracts?

Now, what about a certain asistant Superintendant that illegally authorized the expenditure of school funds to return bail money to a parent of an unruly child? I believe even tenure cannot protect her from a charge of gross incompetance, which should have been made at a much earlier date. By putting her in the Math Department, didn't they miss that opportunity?

I no longer lived in Dougherty Co. but I hope the school board can put them back on the path to respectability. It will be a long painful path.

Moving Graper is a good thing. If she does indeed have tenure it will be difficult to get rid of her. Let her count textbooks or something until she leaves. Its better than leaving her in charge of a department that she obviously cannot run.

Yes, yes. I agree. Count text books or door knobs. Two thumbs up. Just keep her away from students and instructors. Please don't let her have anything to do with the math instruction which is so inadequate as it is.

Has she been a teacher in the past? I do not know anything about her credentials. She may have a degree in math. This should not be much of a problem, since the only math teachers that DCSS can hire are people from India. There are very few math majors graduating and they already have jobs in much better school systems. Also you have a horrible discipline problem with students in classes of 35. Next to impossible to teach with students who bring no books, paper or pencils to class. Smaller classes could help., but who will teach them? Not in the budget for more teachers even if you can find them. Teachers write up bad students and look at what happened at DHS. They give the money to get them out of jail.

BTW, Carol will make a very good chairman. She is outspoken with many good ideas that will help in future hiring of teachers. She spoke out a couple of years ago about hiring the best person for the job, not a well connected family member. Some of the hirings in the critical areas like math and science should go by the board and they should look at the resumes closely. Do not just hire family members. And if a teacher does not perform, find out why. There should also be a closer look at Special Ed teachers. Some are not coming to class or doing what they are hired to do. The Special ED teacher is responsible for attending class with her students to help them with lessons. Some never show up. Meetings are called during class time instead of after school. This is happening more and more. The Special Ed students can perform very well with a teacher who takes the time to see that they can do it.

It is against the law for a BOE to be involved in the hiring process (other than the Superintendent.) They can set the policy on how to hire and have to approve the person the Superintendent brings before them in a position, but they can't have input on who to hire.

I hope they bust her pay back down commensurate with her new position. Of course there are some morons out there telling her that "no weapon formed against her shall prosper" but we can always hope for change.

I hope the new interim plans to share more financial and other information with the BOE and the media (perhaps even the public for goodness sake) without having to go into hand-to-hand combat to get it.. I suggest that Butch and David go on a long lunch field trip one day and talk about how things were done in the past.

THIS IS A GOOD START. A NEW SUPER WORTH HIS/HER SALT WOULD GET RID OF GRAPER AND GOSEER OR AT LEAST DEMOTE AND ISOLATE THEM. OKAY, HE WENT HALF WAY WITH GRAPER. NEXT, SHOW GOSEER THE DOOR.

Y'all need to realize Tenure is for Teachers and NOT administrators, if she was not in a classroom setting then she will not have that protection. Tenure does not apply to all system employees even if they are under contract.
