On behalf of the State Bar of Georgia, I am writing to congratulate Presiding Judge Herbert E. Phipps of the Georgia Court of Appeals on being elected by his colleagues to serve as Chief Judge beginning July 1, succeeding current Chief Judge John J. Ellington.
Judge Phipps is well deserving of this high honor, considering his exemplary career in the legal profession and the justice system, which includes service as a jurist on many levels — including Juvenile Court, Magistrate Court, State Court and Superior Court in Dougherty County before joining the Appeals Court 14 years ago. All Georgia lawyers and judges appreciate the continued commitment to public service demonstrated by Judge Phipps’ acceptance of his new duties.
The State Bar of Georgia enjoys a special working relationship with the Georgia Court of Appeals in our ongoing efforts to promote the cause of justice, uphold the rule of law and protect the rights of all citizens. We look forward to working with soon-to-be Chief Judge Phipps and wish him well in this new position of statewide leadership.
