Mental health treatments medieval

So, the politicians want to pass laws to cover mental health.
I remember that the state of Georgia used, or uses, shock therapy and lobotomy as treatment in severe cases. I find shock therapy and lobotomy the same to the psychiatry field as to what leeches are to the medical field. (I will not give the details for the innocent people.)
If the politicians plan to employ those treatments, I want to know if they should be the first in line. I do not see that happening any time soon.
