In this 2009 Albany Herald file photo, Dougherty County Sheriff Kevin Sproul takes the oath of office as sheriff, which is administered by dougherty Probate Judge Nancy Stephenson. It's one of the few times that Sproul has worn his trademark white hat indoors.
