You cannot limit and/or regulate political speech that is on private property. Any attempts to charge $30 biweekly should be ignored. Any attempts to remove political speech on private property by the city will result in a lawsuit that the city will lose. The city needs to talk to its attorney before they even begin to think about limiting a person's political speech on private property.
