ALL children, regardless of any disability is allowed FAPE (free appropriate PUBLIC education). These children have every right to be exposed to social interactions with other children with and without disabilities. So to say they should be place in some "facility" is awful!! This isn't the 60's &70's anymore where children with significant development delay are sent off to an instituation. The fact that this child was injured by a para, regardless of his disability, deserves a thorough investigation.
