Appointment of new Dougherty County administrator effective Monday

ALBANY — Dougherty County Administrator Michael McCoy has appointed county Solid Waste Management Director Scott Addison as the new assistant county administrator.

County officials said the appointment will become effective Monday.

“I am excited to transition from solid waste director to this position with the Dougherty County administrative team,” Addison said. “I look forward to working with county employees, the county administrator and Dougherty County Board of Commissioners to achieve our goals.”

Addison has been serving as the solid waste management director since 2011. In his current position, he manages the operation of the county landfill in accordance with state and federal regulations. He prepares and implements a daily operation schedule as part of his duties.

Addison supervises landfill staff, including selecting, training, assigning and evaluating work, as well as preparing short- and long-term budgets and overseeing expenditures exceeding $3 million annually.

Under Addison’s leadership, the landfill participates in the landfill gas-to-energy project construction and operation with Marine Corps Logistics Base-Albany. In addition, he has managed consultants and contractors to complete permitting, monitoring and construction projects as well as managing a cell construction project valued at approximately $4 million.

Overall, county officials said, Addison has worked to increase revenues to make Dougherty’s Solid Waste Enterprise Fund more sustainable.

Prior to his role with Dougherty County Solid Waste, Addison served for five years as the staff engineer to the project engineer at Golder Associates Inc. in Atlanta. His primary duties included serving as a project manager, project engineer and assistant project manager for various solid waste projects, including design, permitting, landfill gas management and construction-related projects.

“I’m delighted to be able to promote Mr. Addison as my assistant administrator,” McCoy said. “He has been a dedicated and hard-working department manager for many years. During his tenure of managing the Solid Waste Department, he consistently demonstrated proficiency in numerous areas, but specifically, in problem-solving and management.

“He’s a welcome addition to our management team, and I’m confident he will continue to serve this organization and the community well in his new capacity.”

Addison holds a bachelor’s degree in engineering, with a specialization in environmental engineering, from Mercer University. Certifications and memberships include registered professional engineer, certified landfill operator and Solid Waste Association of North America Georgia chapter secretary, SWANA Georgia chapter director, Dougherty County Risk Management and Safety Committee member, Dougherty County 2011 RIF Team Member and Dougherty County Retirement Committee member.

Addison is also a 2017 graduate of Leadership Albany.
