Albany City Commission approves DOT framework for trail project

ALBANY — The Albany City Commission approved 6-1 the Georgia Department of Transportation project framework agreement for the Albany-to-Sasser Rails to Trails project during the board’s business meeting Tuesday night. The agreement outlines the framework for collaboration between the Georgia Department of Transportation and the city, including contractors, consultants and other stakeholders.
In other action taken by the commission:
♦ Acceptance of $25 million GEFA Loan: Authorizing the execution of a loan agreement, promissory note, and any related documents necessary for the loan agreement from the Clean Water State Revolving Fund, which is administered by the Georgia Environmental Finance Authority.
The Commission approved the resolution in a unanimous vote.
♦ Cell Phone Forensics: Will give the Albany Police Department new forensic capabilities to mine data from cellphones, email, social media and the internet. Pen-Link Ltd. is the only software provider that handles all forms of analytics, phone records, cellphone forensics, social media apps, emails and fraud investigations in one platform; therefore providing the city with the best value. This system will provide the capability to search GBI, FBI and other Federal databases and supports more than 700 social media apps making statewide criminal activity much easier to investigate and track.
The Commission approved the resolution in a unanimous vote.
♦ Selection of Henderson Park Design: The commission awarded the contract to provide design services for Henderson Park to WSP. Two design proposals have been developed, but to move forward, WSP needs a decision. The focus of option one is baseball fields, while the focus of option 2 is a multipurpose field with outdoor basketball.
The Commission selected option 2 in a 5-2 vote.
♦ Utility Relocation for Oglethorpe Bridge: Requesting the approval of the payment proposal for the Georgia Department of Transportation and their contractor to relocate the city’s water, gas and sewer utility infrastructure due to construction of the new Oglethorpe Boulevard Bridge over the Flint River.
The Commission approved the resolution in a unanimous vote.
♦ FY 2023-2024 Annual Action Plan: This is for the approval of the FY 2023-2024 annual Action Plan. Based upon HUD regulations and the city’s Citizen Participation Plan, the city shall update in its Action Plan yearly to correspond with ensuring the timely delivery of programs and services previously described in the 2021-2025 Consolidated Plan. The city must utilize its Consolidated Plan as the guiding document in determining priority community needs for low- and moderate-income persons. Priority programs, services and funding levels have been identified as proposed use of funds, and programs will be administered through June 30, 2024.
