A Monday morning deluge caused flash flooding in Albany as about an inch of rain fell in a short period of time. Several cars stalled out on West Broad Avenue when drivers tried to navigate deep water that had collected. At Broad Avenue, an Albany Police Department officer parked to block traffic from deep water on South Madison Street.
